Terms of Use and Plan Conditions

Effective: 25 September 2026 · For businesses and other professional users

Please read these terms before registration and use. They describe a technical service for querying EU sanctions data. A result is a decision-support tool and not final legal clearance.

1. Provider and scope

The provider is Rapid Cluster Experience s.r.o., Vršovická 918/14, Vršovice, 101 00 Prague 10, Czech Republic, Company ID 23326174, VAT ID CZ23326174 (“Provider”). Contact options are available on the contact page.

These terms apply to the EU Sanctions API, its manual search interface and the offered plans when used by businesses, legal entities and persons acting in the course of their trade or profession (“Customers”). These plans are not offered to consumers. Individual agreements and an order confirmation take precedence. The pricing page describes the current public offer; the prices and limits confirmed when a particular contract is concluded apply to that contract.

2. Service scope and limitations of results

The service compares submitted personal data against a consolidated list prepared by the Provider from persons, groups and organisations subject to European Union financial sanctions. It returns machine-readable information, particularly match indicators and details. The Provider seeks to incorporate available updates promptly; the data version shown by the service at the time of a query is decisive. Changes to official sources, transmission errors and technical delays may affect timeliness.

A match or possible match does not by itself confirm that a person is the listed person. No match does not confirm that a person or transaction is legally unobjectionable. Unless agreed separately in writing, the service does not include checks against other national or foreign sanctions lists, PEP screening, a systematic assessment of ownership or control, legal analysis of an individual case, or a guarantee that every spelling variant, false positive or false negative will be identified.

If optional related-entity information is returned, it is derived from relationships described in the source data. It is not a systematic ownership or control analysis and does not constitute an assessment under the EU 50-percent rule or a comparable rule.

Official legal acts and the applicable law remain authoritative. The service does not replace the Customer’s own risk assessment, professional review, documented decision-making or legal advice where appropriate.

3. Plans and usage limits

For billing purposes, one “query” is the successful processing of one submitted person record, even if a technical API call contains several persons. Repeated successful checks of the same person count again. Connection failures and rejected, unprocessed records are not charged as successful queries. Daily limits apply to successfully processed person records per customer account and calendar day. The Europe/Prague time zone applies and the daily limit resets at 00:00 in that time zone.

PlanMonthly base feeAdditional fee per successful querySuccessful queries per dayPurpose
Free test€0€03Non-binding trial without registration.
Sandbox€0€010Development and technical evaluation after registration.
Starter€49 / month€0.08100Occasional production checks.
Professional€199 / month€0.041,000Production integrations and regular checks.
EnterpriseIndividually agreedPublic guidance price €0.015; the offer is bindingUp to 10,000 as offeredHigh volumes; scope, minimum spend, SLA and support only as individually agreed.

A daily limit is not an included allowance of free queries. After the limit is reached, further checks may be rejected until the next reset; there is no automatic paid overage. Unused capacity does not roll over. Multiple accounts or technical measures may not be used to circumvent limits. Additional technical rate limits are stated in the API documentation.

The unregistered free test permits up to three queries within the technically defined period. It creates no customer account, paid subscription or entitlement to continued availability.

The registered Sandbox permits up to ten queries within the daily limit and is provided for an indefinite period. The Customer may terminate it at any time with immediate effect by deleting the account or notifying the Provider. The Provider may discontinue the Sandbox or an individual free account on 14 days’ notice; immediate suspension or termination is permitted in cases of misuse, security risk or legal necessity.

No specific availability, processing time or support response time is promised for free plans. Service and support commitments for paid plans apply only if expressly stated in an order confirmation or SLA.

4. Prices, billing and payment

Starter and Professional charges consist of the monthly base fee plus the actual number of successfully processed person records in the billing month multiplied by the applicable per-query price. If D is the number of calendar days in the billing month and Q is the actual number of successful queries, Starter is calculated as €49 + Q × €0.08, with Q limited to 100 × D, and Professional as €199 + Q × €0.04, with Q limited to 1,000 × D. Only actual successful queries are billed; unused daily capacity is not billed.

Example for a 30-day billing month at full daily capacity: Starter permits up to 3,000 successful queries and costs €49 + 3,000 × €0.08 = €289. Professional permits up to 30,000 successful queries and costs €199 + 30,000 × €0.04 = €1,399. A billing month with 28, 29 or 31 days has the correspondingly lower or higher maximum number of queries. All amounts are exclusive of applicable taxes.

Enterprise conditions are governed by the accepted individual offer. For illustration only, an offer with a limit of 10,000 successful queries per day and a rate of €0.015 per query would permit up to 300,000 queries in a 30-day month; the usage-based fee at full capacity would be €4,500 plus the individually agreed base fee and applicable taxes. The figures in the accepted offer are binding. The Provider supplies a comprehensible monthly usage statement; reasoned invoice queries may be submitted through the contact page without limiting statutory rights.

Monthly base fees are billed in advance and usage-based fees after the relevant billing month. Invoices are due within 14 calendar days of the invoice date unless the checkout, order confirmation or individual offer states otherwise.

Changes to prices or payment terms will be notified in text form at least three months before their proposed effective date. They are not retroactive and apply no earlier than a billing month beginning after that period. The Customer may accept the change or end the contract by the proposed effective date. Silence does not constitute acceptance. If no agreement is reached, the previous conditions continue until the existing contract ends; the Provider may terminate it on ordinary notice and offer continuation under the new conditions.

5. Access, security and permitted use

The Customer must keep credentials and API tokens confidential, restrict them to authorised persons and report suspected misuse promptly. The Customer is responsible, to the extent under its control, for secure integration, submitted data and access through its credentials. The service must not be overloaded, protective measures circumvented, used unlawfully or presented as providing verified legal clearance without the required review.

Where there are concrete indications of misuse or a risk to security or availability, the Provider may temporarily restrict the affected access to the extent necessary. Where possible, the Customer will be informed in advance, otherwise promptly afterwards, and access will be restored after the reason has been remedied. Mandatory legal duties remain unaffected.

6. Customer decisions

The Customer determines the purposes and timing of checks, the lawful basis for processing personal data and the measures taken in response to possible matches. The Customer reviews spelling variants and other identifiers, assesses possible false positives and false negatives and independently decides on approvals, blocks or reports. The service is not intended to produce automatic adverse treatment solely because of a possible name similarity.

The Provider owes the agreed technical processing and will reasonably investigate reported errors. This allocation of responsibilities does not release the Provider from responsibility for its own breaches.

7. Data protection and confidentiality

The service processes submitted names and, where provided, dates of birth, as well as technical usage and account data. Before production use, the parties determine their data-protection roles. Where the Provider processes personal data on the Customer’s behalf, the parties will first enter into a separate data processing agreement under Article 28 GDPR, including the required description of scope, duration, security measures and subprocessors. These terms alone do not replace that agreement.

Search data is not used for the Provider’s own marketing. Retention of technical logs, billing data, security events and Customer-created case records is described in the privacy notice and, where applicable, the data processing agreement. Both parties protect confidential technical and business information to appropriate standards, subject to mandatory disclosure duties.

For 30 days after the contract ends, the Customer may request available account and usage data in an available commonly used format through the contact page. The account and related application data are then deleted or anonymised unless statutory retention duties, outstanding billing claims or another mandatory legal ground requires otherwise. An earlier deletion request may be submitted through the Hotline or contact page. For a paid plan, it also acts as notice ending the contract at the end of the current billing month unless the Customer expressly requests earlier technical deletion. Earlier deletion does not create a right to a pro-rata refund and outstanding billing must first be completed or otherwise secured.

8. Availability and service changes

The Provider operates the service with reasonable care. Maintenance, security measures, infrastructure incidents or disruption of official data sources may temporarily affect use. Planned material maintenance will be announced where practicable. Continuous or error-free availability and specific response times are owed only where expressly agreed.

The Provider may make technical changes if the agreed core service remains available. Material adverse changes will be announced in good time. In the event of a substantial, non-temporary defect, the Customer may exercise statutory and agreed remedies.

9. Liability

The Provider has unlimited liability for intent and gross negligence, injury to life, body or health, assumed guarantees and other cases of mandatory liability. For a negligent breach of a material contractual duty, liability is limited to the foreseeable loss typical for the contract. Material duties are those whose performance is necessary for proper performance and on which the Customer may normally rely. Otherwise, liability for ordinary negligence is excluded to the extent permitted by law. Mandatory liability for data-protection breaches remains unaffected.

The Customer remains responsible for the professional assessment and decisions described in section 6. This does not limit the Provider’s liability for defective technical processing where liability arises under the preceding rules.

10. Contract formation, term and termination

Merely displaying these terms does not create a paid contract. A paid contract is formed only when the plan, price, billing period and due date are confirmed in the order process or an individual offer and accepted by the Provider.

Starter, Professional and, unless an individual offer states otherwise, Enterprise have a minimum term of one billing month. The first billing month begins when the paid plan is activated; its start and end dates are shown in the order process or order confirmation. The contract then renews for successive billing months.

The Customer may terminate a paid plan in text form at any time with effect at the end of the current billing month. The base fee for a billing month already begun is not refunded pro rata; usage-based fees are charged until the contract ends. Notice may be given through the Hotline or contact page and will be confirmed in text form.

The Provider may ordinarily terminate an individual paid contract on three months’ notice to the end of a billing month. Permanent discontinuation of the entire service will be announced in text form at least six months in advance. Until termination takes effect, the agreed service remains available subject to necessary security, maintenance and legal measures.

Either party may terminate for good cause. Good cause may include material payment default, misuse, a concrete threat to security or availability, or a legal prohibition. Where reasonable in light of the nature and seriousness of the breach, an appropriate remedy period will be provided first.

Access to the paid plan ends with the contract. Return, export, deletion and legally required retention of data are additionally governed by section 7, the privacy notice and any data processing agreement.

11. Final provisions

Czech law applies, excluding the UN Convention on Contracts for the International Sale of Goods, to the extent this choice is valid and mandatory rules do not provide otherwise. For disputes between businesses, the competent courts in Prague have jurisdiction to the extent effectively agreed and legally permissible. Mandatory rights are not removed.

If a provision is invalid, the statutory rules apply in its place and the remaining provisions remain effective. Amendments to individual agreements require text form unless stricter statutory form is required.
